If someone offers or “contracts” work without being properly licensed, You do not have to pay for that work done if it is substandard. There is no protection for your home or project if a non-licensed person does work on your home or business especially if they damage your property or the work they do is not to your standard.

Hawaii’s contractor licensing laws contain a strict prohibition against offering and performing work without a valid license.
